OAA funding budgeted for demonstration projects and innovative services (1) is designated as “discretionary spending” for program innovations (often related to AoA priorities) (2) That is, the money is, to a considerable extent, up for grabs to the states, territories and area agencies on aging willing to put the time, energy and creative thought into going after these discretionary grants (3) .
